-  Ground (a) – that planning permission should be granted

-  Ground (b) – that the matter alleged in the notice has not occurred

-  Ground (c) – that the matter alleged in the notice do no constitute a breach of planning control (e.g. it is permitted development)

-  Ground (d) – that at the date the notice was issued no action could be taken (i.e. is immune from enforcement)

-  Ground (e) – that the notice was not served on everyone with an interest in the land (ref s172)

-  Ground (f) – that the requirements of the notice exceed what is necessary,

-  Ground (g) – that the compliance period on the enforcement notice is too short
